Is life insurance premium deductible?

"Alright my fiance just got a speeding citation his first citation ever!! 44 was being done by him in a 35. But I dont understand if that's accurate. I was wondering if he goes to courtroom and find out what goes on because it is his first citation can his  insurance    rise or gives it off? If it can help we live-in New York
